as you know for the reason of Bad Economy it's difficult to earn even 1$ in Tier-3 countries and also even 1$ could be worthly for some people. also most of Paid Online Survey Sites have no survey for tier 3 countries. now what is the options? what is your suggestion? Thank you

The main problem is the fact that despite following all the rules, it could still be quite hard for many people to secure a bid on Upwork and similar kind of sites. I think that the best way to counter this problem is to make sure that you work on websites that offer upfront payments. I have worked on such kind of platforms before and i have earned money on such platforms. One such kind of platform was Write Learn Earn. However, now it is closed. They offered upfront payments to writers, even though pay rates were quite low.
 
Speaking from my experience i earn small money from paid to post sites and i collect those moneys and after i reach around 20$ i use those money to start trading online, that will make me good profit, i know it have some risks but the profit is good and don't take that much time unlike ptc and faucet sites.

Trading is a very good way of making money online. This also involves making money online in case if you are living in a tier 3 country. However, trading is quite risky and not all the people are willing to risk money. Microworkers has also been a really old website, which has been paying. I think it is available in many tier 3 countries as well.

I just rechecked some of the micro job sites like Picoworkers. The main issue is that they are offering micro jobs for a really low rate. For example, they are offering 3 cents for tasks like visiting a website and clicking an advertisement. The real problem here is that this may not be as easy as it may sound. You may visit a website and try to click a link. You may be required to find a code and it may take several minutes to find that code. So, you end up working for 10 minutes to earn those 3 cents. In many cases, you may never find the code at all.

Well listed. I think one can associate a lot of these in India as well. Tourism and Remote Work opportunities are on rise, though earnings fluctuate a lot.
Yet one can put in adequate efforts and research to make the most of where they excel in.
