Investigation has to be done to ascertain whether the scam report truly took place. The scammer will surely pay for it if it happens that he truly scam the victim and the victim may also pay dear for you it it happens to be the real perpetrator.
 
In a case where the incident took place with the use of PayPal, i believe PayPal have their procedures, they would have to make their own investigations to confirm if your report is true or not and once they have confirmed this, i believe they would take the necessary action.

if you send your money via paypal with "friends and family" mode rather than "goods and service" then you can not files your scam report. Unless you are in "goods and service" mode and you files a report, paypal will process your report very soon
 
PayPal would restrict the seller's account and give you a refund if it was a business transaction. Of course,.you would need to have evidences like email conversations and the likes. If it's donation and you get scammed, just forget it. PayPal won't do anything much to help you.
